The language of text should be declared in code. Screen readers need to know what language a text is written in to correctly pronounce the content. This applies to whole websites, books, etc. and to individual parts when their language differs from the whole.
In HTML, this is done with language tags usually in the header of documents. Unless you are including quotes in other languages, LibGuides and H5P will already have English coded as the language of the content. Word declares the language of the document based on the writing and editing language of the user. However, users will need to manually declare the language of documents like PDFs.
